  • The rate of VAT for energy efficient improvements needs to be cut if the Government’s ‘Green Deal’ retrofit programme to upgrade the country’s building stock to make it more energy efficient is to be successful.   • Boris Johnson said money will focus on Tottenham and Croydon Mayor Boris Johnson and communities secretary Eric Pickles visited Tottenham today to announce a £20m funding boost to regenerate Tottenham and Croydon after the recent London riots. The launch of the “London Enterprise Fund” comes after the launch last week of the mayor’s £50m long-term regeneration fund, focusing on improvements to London’s town centres and high streets.   • The construction industry is facing a ‘retirement timebomb’ with around one in six workers due to retire within 10 years and the number of young people in the industry more than halving since the start of the recession. New figures from CITB-ConstructionSkills show the number of 16-19 years olds in the industry has fallen by 52 per cent since 2008 while 17 per cent of the workforce is now within 10 years of retirement.   • A new 'Planning Guarantee' will create greater certainty for local communities by speeding up local planning applications that get stuck in the system, Planning Minister Greg Clark announced in a letter to local councils today. At the moment thousands of planning applications get caught in the system for over a year, leaving householders and local firms frustrated by delays to getting a decision.
